LOOK || Today, June 25, 2024, PalawanSU Observes Pride 2024: "Reflect, Empower, Unite" with the Launch of an All-Gender Restrooms held at the Ground Floor of the Library Building, PalawanSU Main Campus
The concept of "Reflect, Empower, Unite" encourages the community to reflect on the strides made towards LGBTQ+ equality, while acknowledging the ongoing fight for acceptance. The introduction and launch of an all-gender restrooms provide a dignified and inclusive option for people who may not identify with the traditional binary (male or female) restrooms.
This initiative reflects the university's commitment to dismantling gender barriers and ensuring the comfort and safety of all university officials, administrators, faculty and staff, and students, regardless of gender identity or expression.

To accommodate different learning styles and needs of faculty and students the library have tied up with the Business Unit to provide a space for such activities through the coffee lounge
Palawan State University (PalawanSU) commemorated International Youth Day on August 12, 2024, with a focus on "Transforming Food Systems: Youth Innovation for Human and Planetary Health." Another significant highlight of the event was the launching of the PCSD Corner. This dedicated space within the American Corner aims to provide young people with access to information, resources, and opportunities related to the PCSD program, and will serve as a hub for youth to learn about volunteerism, community development initiatives, and sustainable practices.
Dr. Ramon M. Docto, University President, emphasized the importance of empowering young people to become active participants in shaping a sustainable future. He expressed his support for youth-led initiatives and encouraged them to continue exploring innovative solutions to address global challenges.
The event was a resounding success, inspiring young people to take action and contribute to a healthier and more sustainable planet. Through such initiatives, the university aims to foster a culture of youth engagement and innovation.
The Palawan State University (PalawanSU) Library and the PalawanSU Faculty Union officially opened a new charging station for students today, September 25, 2025.
The new station, located inside the library, was created to give students a convenient place to charge their laptops, tablets, and phones. This project is a great example of the library and the Faculty Union working together to create a better learning environment.
The event started at 10:00 AM with a short program. Dr. Maila N. Lucero, the Vice President for Academic Affairs, delivered the Welcome Remarks, stating that the charging station shows the university's commitment to helping students succeed. Hon. Dr. Janet B. Oab, the Faculty Union President and Faculty Regent, shared her message, noting that the project is a proof that great things can happen when everyone works together for the university community. Finally, Mr. Christian Robert B. Nalica, the University Librarian, stated that the library is always trying to keep up with students' needs and that providing power for their devices is a modern priority.
After the messages, a ribbon-cutting ceremony took place at 10:15 AM to officially open the station to the public. This project is a testament to the strong partnership between the PalawanSU Library and the Faculty Union, both committed to providing a more convenient and modern learning environment for the university community.
The University Library and American Corner Puerto Princesa, in partnership with the College of Arts and Humanities, led by Dean Atty. Rhodel S. Magrata, hosted a program to celebrate World Press Freedom Day and launched a Book Pantry. The event, themed “A Press for the Planet: Journalism in the Face of the Environmental Crisis,” took place on May 30, 2024, at the College of Arts and Humanities Lobby.
Ms. Claire C. Mendoza, PIO Director, delivered a short lecture emphasizing the importance of press freedom, public access to information, and government respect for freedom of expression. Her talk provided participants with tools to distinguish facts from fake news regarding the environmental crisis.
The Book Pantry initiative aims to make information more accessible to the community, fostering a love of reading and lifelong learning. The project operates on a trust system, encouraging individuals to read and share books, sustaining the initiative through the spirit of bayanihan.
Dr. Carlos Alfonso C. Salvador, VP of Student Affairs and Services, attended the event, expressing hopes that the program would enhance student ideas and innovation through reading.
May 15, 2025, marked the successful launch and ribbon-cutting ceremony of the ArcHUB Axis: CAD Co-Working Space & Satellite Mini Library for Architecture — a visionary project that officially opens its doors to PSU Architecture students and faculty!
ArcHUB Axis is an innovative co-working space and mini satellite library designed exclusively for Architecture students.
This project is a shared vision made real through the collaborative efforts of PSU CAD, BLN Architecture & Design Studio, UAPSA-PALSU, JCI Oil, and the University Library — a true testament to what we can achieve through passion, partnership, and purpose.

In line with the university’s commitment to upholding professionalism, inclusivity, and alignment with government standards, the university is pleased to announce the adoption of the Civil Service Commission’s (CSC) Revised Dress Code, as outlined in CSC Memorandum Circular No. 16, Series of 2024, and in accordance with University Memorandum No. 198, Series of 2025, dated January 21, 2025.
The following policies serve as amendments and shall be fully observed and implemented by all university officials and employees effective March 3, 2025:
This memorandum serves to inform all university personnel about the internal guidelines established by Palawan State University regarding the grant of medical allowance, as per DBM Circular No. 2024-6 dated December 14, 2024.
Section 151 of the said DBM Circular provides:
“15.1 To ensure the achievement of the objectives of the allowance, as well as the judicious and prudent use of government funds, Agencies shall establish and issue their respective internal implementing rules, guidelines, and/or procedures on the release, use, and monitoring of the Medical Allowance, subject to the guidelines and limitations prescribed in this Circular."
These guidelines apply regardless of employment status—whether regular, casual, or contractual.
- Rationale:
Engaging in personal activities, such as using personal mobile phones and playing online games, during official working hours directly violates established and reasonable office rules requiring employees to dedicate their time and attention to assigned tasks and official functions. Such conduct may be considered "Conduct Prejudicial to the Best Interest of the Service" and is punishable under existing Civil Service Commission (CSC) rules and regulations.
This policy is implemented to avoid these types of violations and, at the same time, strengthen service quality within the Finance and Administrative Offices. By promoting focused attention and minimizing distractions from personal mobile phone communications during work hours, this policy aims to enhance service efficiency and ensure client satisfaction. This will directly support Palawan State University's commitment to providing excellent public service and optimize the effective functioning of these essential offices, ultimately fostering a professional and client-centered work environment. - Scope: This policy shall apply to the finance and administrative offices at the main campus.
In line with the University’s commitment to efficient public service delivery and a safe, healthy environment, the following policies are hereby reiterated for the strict compliance of all concerned:
- NO NOON BREAK POLICY
In reiteration of University Memorandum No. 3372, s. 2022, and pursuant to Republic Act No. 9485, otherwise known as the Anti-Red Tape Act of 2007, all employees are reminded of the strict implementation of the “No Noon Break Policy.”
Section 8 (e) of the said law provides that:
“Each office or agency which render frontline services shall adopt appropriate working schedules to ensure that all clients who are within their premises prior to the end of official working hours are attended to and served even during lunch break and after regular working hours.”
In this regard, offices may prescribe their own internal rules and regulations to ensure the uninterrupted delivery of frontline services within their respective units.
In line with the University’s commitment to maintaining accountability, transparency, and adherence to established administrative and auditing regulations, this Office reiterates the policy of “No Travel Order, No Travel.”
All employees are hereby reminded that no official travel, whether local or foreign, shall be undertaken without a duly approved Travel Order issued by the appropriate authority prior to the date of departure. Any travel undertaken without such prior approval shall be deemed personal in nature, and therefore, no travel expenses, allowances, or related claims shall be processed, reimbursed, nor charged to University funds.
